HOW THE PROCESS WORKS
Create a Parfum, Eau de Parfum or Eau de Toilette for your brand, developed with our fine fragrance perfumer in England. We support you through fragrance development, bottle selection, artwork, compliance, filling and finishing.
Two ways to find your signature scent
1. Create something completely bespoke
Work with our fine-fragrance perfumer in England to develop a scent around your brand, preferred notes and creative direction.
You retain creative control throughout development. Your bespoke fragrance is reserved exclusively for your brand and will not be supplied to another customer.
Fragrance reworks are included at no additional charge until approval.
2. Explore over 70,000 catalogue fragrances
Choose from an extensive catalogue of existing fragrances, with guidance to help you find the right scent for your brand and product.
Our range includes inspired-by fragrance options for brands looking to develop their own fragrance collection.
Exclusive development applies to our bespoke service. Catalogue fragrance terms are confirmed before your project begins.

1. TELL US ABOUT YOUR FRAGRANCE
We begin by discussing your brand, the fragrance families, notes and styles you are drawn to, and the collection you want to create.
Your intended retail price, preferred bottle size and packaging ideas help us recommend suitable product and component options.
2. BESPOKE FRAGRANCE DEVELOPMENT
£100 per fragrance, with a minimum of five fragrances.
Our perfumer in England creates your initial bespoke fragrance oil samples from your brief. Initial samples normally take approximately four weeks to develop.
If the first submission needs refinement, we continue to rework the fragrance at no additional charge until you approve it.
Your fragrance documentation includes:

All fragrances supplied comply with applicable IFRA Standards for the agreed product type and usage level.
3. APPROVE YOUR FINISHED FRAGRANCE
Once you approve the fragrance oil, we blend it at your chosen concentration: Parfum, Eau de Parfum or Eau de Toilette.
These blended fine fragrance samples are supplied free of charge before production, allowing you to assess the fragrance in its finished form.
4. CHOOSE YOUR BOTTLE, ARTWORK AND PACKAGING
We help you select the bottle, atomiser, cap and packaging best suited to your brand and budget.
Design services are also available for bottle artwork, labels, branding and outer packaging, alongside packaging sourcing. Any additional design or sourcing charges are confirmed before work begins.
EFH provides the relevant labelling information needed for compliant outer packaging. You are responsible for ensuring this information is correctly included on your final packaging.
5. COMPLETE YOUR COMPLIANCE REQUIREMENTS
Initial compliance charges are:

Cosmetic Product Safety Report (CPSR): £150 per fragrance and product SKU.

OPSS notification via SCPN — EFH administration: £100 per fragrance and product SKU.

Total: £250 per fragrance and product SKU.
These charges are separate from manufacturing and bespoke sampling.
You, the client, will be the named Responsible Person for your cosmetic products and will hold the legal responsibilities associated with that role. EFH can provide compliance services and documentation to support you.
6. APPROVE AND MOVE INTO PRODUCTION
Once your fragrance, components, artwork and required compliance documentation are approved, we move into production.
Your fragrance is blended, macerated and hand filled in England. We then fit and crimp the atomisers, complete labelling and assembly, and prepare your finished products for UK delivery.
OUTER PACKAGING
Outer boxes are priced separately, and you can supply your own.
For budgeting, allow approximately £2.50 per unit for a standard retail carton, rising to approximately £10 per unit for a premium gift box, depending on materials, construction and print finish.
CANDLES, HOME FRAGRANCE & COSMETICS
THE SAME PROCESS, YOUR CHOSEN PRODUCT
The same fragrance development and approval process applies to candles, room sprays, diffusers, hair and body care, solid perfumes and our other product formats.
Once you approve your fragrance oil, we formulate it into your chosen product using the appropriate base and fragrance concentration. For fine fragrance, this means blending with ethanol or another agreed carrier; for other formats, we develop the formulation suited to that product.
We provide finished product samples before manufacturing so you can assess the fragrance in its intended application. Any product-specific development, testing or compliance charges are confirmed before work begins.
CANDLES
Create a standalone candle range or extend your signature fragrance into home scent.
Minimum order: 100 units per fragrance
Size: 8 oz
Approximate burn time: 40 hours
Manufacturing price: £23.50 per unit
Initial burn testing: £250 per fragrance
Initial CLP classification and labelling documentation: £100 per fragrance
Total initial burn testing and CLP documentation: £350 per fragrance
Outer packaging is additional. Allow approximately £2.50 for a standard retail carton to £10 for a premium gift box, depending on specification. You can also supply your own packaging.
Testing applies to the agreed candle specification. Changes to the fragrance, wax, wick or vessel may require further assessment or testing.
ROOM SPRAYS AND REED DIFFUSERS
Develop home fragrance around your signature scent or a suitable catalogue fragrance.
Prices and minimum orders depend on the fill size, formulation, bottle, components, packaging and quantity. We confirm manufacturing costs and minimum orders once your product specification is agreed.
HAIR AND BODY CARE
Extend your collection with hair perfume, hair mist, body spray, body mist, shower gel, shampoo, conditioner, hair lotion or body lotion.
We develop the formulation for its intended use and confirm manufacturing, development, testing and compliance costs for your chosen product before work begins.
HAND SOAP, BAR SOAP AND BATH SALTS
Develop fragranced soap and bath products tailored to your brand.
Formula creation: £450 per fragrance and SKU
Stability testing: £450 per fragrance and SKU
Microbiology testing: £450 per SKU
CPSR: £150 per fragrance and SKU
OPSS notification administration: £100 per fragrance and SKU
Allow approximately 12 weeks for testing.

CAR AIR FRESHENERS
Create a branded car air freshener for your retail collection or promotional range.
Development charge: £450
Minimum order: 1,000 units
Manufacturing price: £1.35 per unit
Final components, packaging requirements and associated costs are confirmed before development begins.

DOCUMENTATION, COMPLIANCE and RESPONSIBLE PERSON
FRAGRANCE DOCUMENTATION INCLUDED
We supply the following fragrance documentation at no additional documentation charge:
• Safety Data Sheet — SDS, also known as MSDS.
• IFRA conformity documentation for the intended application.
• Ingredient information and allergen declaration.
• Relevant safety and traceability documentation.
For cosmetic products, this information supports the Product Information File, or PIF.
COSMETIC SAFETY REQUIREMENTS
Fine fragrance and other cosmetic products, including leave-on and rinse-off products, need a safety assessment and Cosmetic Product Safety Report before being made available to consumers..
Products must also be notified to OPSS through the Submit Cosmetic Product Notifications service, or SCPN. These requirements also apply to free samples made available to consumers.
Our charges are £150 for the CPSR and £100 for notification administration, per fragrance and product SKU.
RESPONSIBLE PERSON
You, the client, will be the named Responsible Person for your cosmetic products and will hold the legal responsibilities associated with that role.
EFH can provide compliance services and documentation, including all relevant labelling information needed to make your outer packaging compliant. You are responsible for ensuring this information is correctly included on the final packaging.
All fragrances supplied comply with applicable IFRA Standards for the agreed product type and usage level.
CANDLES AND HOME FRAGRANCE
Candles, room sprays, diffusers and other home fragrance products have different requirements from cosmetics. We confirm the relevant testing, classification, safety information and labelling for your chosen format.

FREQUENTLY ASKED QUESTIONS
Are bespoke fragrances exclusive to my brand?
Yes. Bespoke fragrances are reserved for the brand they were created for and will not be supplied to another customer. Catalogue fragrance terms are confirmed separately.
Who owns the fragrance formula?
Your bespoke fragrance is developed for your brand’s exclusive use. Formula ownership and the associated rights are set out in your development agreement.
Is there a limit to fragrance reworks?
No. We continue refining your bespoke fragrance until approval, with fragrance reworks included at no additional charge.
Do I pay for final product samples?
Final product samples are supplied free of charge before full production. Initial bespoke oil sampling, formula development and testing charges are separate where applicable.
Can I buy fragrance oil without ordering finished products?
Yes. We can supply fragrance oil for your own production or manage the complete finished product.
Are your fragrances made in England?
Yes. Our bespoke fragrance development and manufacturing take place in England. Fine fragrances are blended, macerated, filled and finished in the UK.
Do I need a complete fragrance brief?
No. You can begin with a mood, reference scent, preferred notes or an initial idea. We help turn it into a clear direction.
Do you work with start-up brands?
Yes. We work with new and established brands, with low minimum orders and support throughout the process.
Can one fragrance be used across different products?
Yes. We can develop versions for fine fragrance, candles, room sprays, diffusers, hair care, body care and other suitable formats. Each version is formulated and assessed for its intended use.
Can you help with bottles, packaging and branding?
Yes. We can help with bottles, components, labels, artwork, branding and outer packaging design and sourcing.
What documentation is included?
Fragrance documentation includes the SDS, IFRA conformity documentation, ingredient and allergen information, and relevant safety and traceability records. Product-specific testing, safety assessments and notifications are charged separately where applicable.
How long does development take?
Initial bespoke fragrance oil samples normally take approximately four weeks. Reworks, finished product development and manufacturing depend on the project. Soap and bath product testing takes approximately 12 weeks.
What are your minimum order quantities?
Fine fragrance starts at 150 units per fragrance and candles at 100 units per fragrance. Car air fresheners start at 1,000 units. Minimum orders for other products depend on the agreed specification.
Can I supply my own outer packaging?
Yes. We confirm compatibility, dimensions and assembly requirements before production.
Can you manage the full project?
Yes. We can support fragrance development, formulation, compliance, artwork, components, packaging, manufacturing and delivery.
